An air-sleeve, also called a windsock, is a simple fabric tube that indicates wind direction and relative speed. Think of it like a flag, but instead of being fixed, it's open at both ends, allowing the wind to inflate it. The bigger and more horizontal it gets, the stronger the wind. You'll often see them at airports or chemical plants where knowing the wind conditions is important. It's basically a low-tech weather instrument that's super easy to understand at a glance, like a visual 'wind meter'.
