A 'bluffer' is someone who tries to deceive others, usually by pretending to know more or be more capable than they actually are. It's like faking it 'til you make it, but without necessarily intending to 'make it' for real. Think of a student who hasn't studied but tries to answer questions in class anyway. The essence is to create a false impression of competence. They might talk confidently about things they don't understand. It is similar to someone trying to look cool by pretending to like something.
