Definition
A licenser is a person or entity that grants a license to someone else, allowing them to do something specific. They hold the authority to give permission for an activity or use of intellectual property. Think of it as the DMV granting you a driver's license; the DMV is the licenser. Licensers often set the terms and conditions of the license. They can also revoke the license if the licensee doesn't follow the rules. The licenser holds the power to authorize and regulate.
